Evaluating the outcomes of e-government projects in Mozambique: A Case Study of Maputo, Sofala and Cabo-Delgado provinces

 

Abstract

The role of ICTs to improve governance and in turn to contribute to reduction in poverty has been recognized in Mozambique. At the same time, it has been recognised that development will not be sustainable unless it originates from the concept of local government, based on the efforts of local population who know their needs and problems better, and are therefore able to set their own priorities for development. Mozambique was one of the first African countries to develop an ICT policy and strategy and an e-government strategy. However, in terms of implementation it has been left behind by other countries which it helped to draw similar strategies, such as Tanzania. The main objective of the Mozambique research is to assess some e-local governance projects’ initiatives in order to bring an evidence of the multidimensional outputs (political, economic and social) of ICTs on local governance in Mozambique. The focus of the assessment is on two e-government initiatives: Electronic Land Registration and Land Management Information System and Electronic Government Network (GovNet). It is hoped that the findings of the research will be used to inform, support and orient the Mozambican decisions makers on the current impact of e-local governance for better action on the application of ICTs, especially e-government implementation. As outcomes, the research will draw recommendations on the type of interventions required to improve local governance through ICTs, lessons learned and best practices.
