An ICT based Methodology and Software Tool for Local Governance Services Delivery Process Modeling Adapted for African Country
Abstract
During the implementation of e-government projects, the Ministry of State for Administrative Development (MSAD), the ministry that administers e-government in Egypt, faced many challenges, particularly in the field of identification and documentation of the services delivery mechanisms and processes. The absence of a proper modeling and representation technique, understood by the project team, the business user and the software development companies, resulted in difficulties that reflected on the developed software and consequently the business user acceptance. The objectives of the Egyptian research are:
§ To develop a methodology to properly document all aspects of service delivery business processes.
§ To build associated software tool that facilitates the use of the methodology developed.
- What is the proper methodology to model services delivery processes in African Countries?
- How such methodology would help in better matching between the field experience and the computerized systems developed?
